If the Abh arent allowed then we will have a League of Nations problem... "Hey, we dont like what you are doing but because you are not a member of us our rules dont apply to you so we cant do anything." 
Also, what would stop the Abh from killing everyone in the room with a terrorist strike? (Not giving out ideas or amything...)
