The government just refuses to do it, fearing they might be intentionally weakening themselves for the next war which can happen any time.
It's been a few decades since then but they're still adamant about it.
Thus they do it the other way.
By establishing a new habitat for them.
At this point the government doesn't even care if many of the colonists die.
Ironically, Sterbstahl does.
