That was until the late 1970's when H.E.L.P. was created as the first of its kind and although other countries tried to follow suit none were as successful as H.E.L.P. was leading it to become a world wide initiative after the Kowalski attacks in 2014. As of 1980's the general public began to see confirmed sightings with communities exiling them which in Canada lead to the creation of the Pacific Royal Collegiate and University as a safe haven and institution for Hyperhumans. Until 2014, the general public preferred to dismiss Hyperhumans as sort of a boogeyman due to their rarity however Kowalski opened their eyes to the real threat of them.
