Kaien - High class citizens that are chosen by the church would probably be their first choice, and then volunteers after that.

Thao - There'd probably be some tournament of sorts, in which the survivors are seen as strong enough to go do it themselves. *totally not really what happened, but something unorganized and equally violent*
