Quick question: If one wanted to pursue, say, an expansion of trade with another player, it would naturally require the other player's approval.  But should it first be brought up in a private discussion with said player and the conclusion later posted in a Diplomatic order, or should it be announced as part of a diplomatic order, with negotiations then commencing in a private conversation?
