Time to think up some stupid plots:

1) Mama Phantom? A really huge phantom that's been spewing out smaller ones and causing a lot of havoc. This'd be like a sub plot because it probably wouldn't be too hard to kill it.

2) Phantom Cult, probably with a bunch of sentient phantoms trying to take over the city
