Matt Thyne is a General and commanding officer at Kilo Point SOLDIER base. 
The "important capture" was Kami no Kage, but he escaped before arriving at the base.

Pretty much all of the excitement right now is in England at Castle Carfax, where there is a big secret meeting of all the venerable vampire bloodline leaders. They are trying to decide if they are going to take over the world and/or execute Void and Magnus. 

Martin is a human you might want to hang out with. He's mildly insane, but brilliant. Right now, he's walking his human ass to the front door of Castle Carfax to be eaten, I mean... to get inside. Supposedly Void, the disease-causing vampire, is with him, but I think Martin left Void in the car? Anyway, perhaps you could be a SOLDIER contact operative for Martin... talk by phone and such... maybe you had planned to meet him at the castle, eh?
