I'm making the statement that your character notices something. It's a bit of nonverbal communication, tinged with psychic intervention.

If you wish for me to refrain from stating that your character observes things, I can add amendments such as 'if she was looking at him at that particular point in time'.

Furthermore, I would assume she'd make eye contact because he was addressing the room, and people have a tendency of looking people in the eye when they speak. It seems to be kind of a social convention.
