No, average people are probably closer to Chaotic Neutral. Really, True Neutral is that you dont save people if it doesnt benefit you. You dont kill people unless you really have to. You will not show compasion or hate. You're really neutral. Normal people cant be like that. As a neutral person you dont take a side, normal people always do. 

For instance, imagine a fight breaking out between two friends. You'll naturally be inclined to feel sympathy for one side more then the other. True Neutral's dont have that. You're not a suporter of order, nor of chaos. Not a follower of good or evil.
