Wager is good. Maybe if people wouldn't want to bother fighting someone for that little points then more could be wagered to offer more incentive. Of course a lot of people probably don't care but some might.

Inactive people would usually be in the middle of the rankings unless they get inactive later on, which could have them anywhere.
