Yeah, I would assume they would at least have to be captured to start. I mean, we can begin with an instance where a few husks are captured, too. 

Although, depending on the character, a Husk without a soul could comply with the survivors for their own reasons (get themselves out of there, recon, gain trust to lead them all into an oasis, etc).
