Its an easy fix. Force 8 hour work days, make it a heavily enforced law. Bam, fixed. Thats more or less the cut and dry of it that they gotta do. It only takes about 5 years for people to get used to things. Yay political science. Its like China and the 1 birth per couple law. 

I don't know if you should introduce Overtime or not though. I'm all for options, but people over there might not use it for the right reasons, IE relationships, and just use it for more money.
