As the White House personnel were planning a full military response they were trying to communicate with Russian and China but the nations did not listened.

The President rescinded the Secretary's order to call a UN meeting. As she told Maxwell, "George, we do that we cause a major panic. I'd rather avoid causing a major panic."

The Vice President leaned forward, "George some people may have seen something but I doubt that warrants a UN meeting. I think we can discuss through back channels without going public."

The chief of staff was thinking of ways to have Maxwell removed after the crisis. 

Abernathy saw Maxwell leave the room and followed.

"Mister Secretary!" Abernathy asked as the man left the office.
