As the White House personnel were planning a full military response they were trying to communicate with Russian and China but the nations did not listened.

The President rescinded the Secretary's order to call a UN meeting. As she told Maxwell, "George, we do that we cause a major panic. I'd rather avoid causing a major panic."

The Vice President leaned forward, "George you tried to order nuclear weapons release without presidential authorization."

The chief of staff was thinking of ways to have Maxwell removed after the crisis.

George Maxwell wasn't trying to launch Nukes without Permission, he was listening to the Pentagon/NORAD trying to nuke the Aliens/otherwise react to the Alien Threat. Of course, that might not have been allowed, but that's because of my ignorance. 

Also, the Earth got raided by Alien SWAT Teams. Of course there's going to be a Major Panic already. A UN Meeting would help control that, not intensify it.
