As far as a plot-plot....  Dexter's goal is to, like, stop military brutality, solve world hunger, and shit like that.  But since one little pirate crew probably won't manage that on their own, they'll resort to just being a constant pain in the ass.

So the plot-plot is pretty much a hodgepodge of sub-plots.
