[@Apollosarcher] I'm sorry, but I can't accept the character as it is. The backstory makes no sense, as they're apparently a normal esper before coming to Academy City, and there's nothing that could really get you thrown out--it's a sovereign state, you'd just be detained and imprisoned inside it.

Especially as it's the only place in the world with a facility for holding Espers.
