Plus his not going to have much say in the matter. A laundry list of cyber crimes tends to complicate things like that...

Also hacking is not something he can just do by himself.  One man can only do so much on their own.  He can get plenty others in to help but it would take time.  So while his magic will be righteous for the avengers the hacking will be tough to use too often.
