He says, as the Governor returns with a large plate of boar, Tide rips off one of the legs, and in his hand, it smolders, and catches fire, turning to ash. The Governor chuckles. "Don't worry. The Emperor has told him in person to not lay a finger on any of you. If he does, he's punishment is to be lobotomized...." The Governor says, as if it was a common thing. "...If I do fight them, I'm letting them kill me..." He says. Less showing fear of what the Governor would do, more showing he'd rather die in battle, then be caught.
