For all the oddballs, Easter Bell allows him to understand virtually any form of speech (screeches and barks for example, I dunno) and in exchange can be understood verbally by deaf individuals or people unable to communicate for X reason (In RP, it would seem like his movements express exactly the words he desires). Jake and Owlman would likely have a much stronger resistance to the power, but Easter Bell still applies. Though I am unsure as to why he'd apply it to Jake, ever. Or even Owlman. 
Back to Ian, if he speaks much faster, the ideas flow faster and thus the parasitic effects would be worse, though, no? I'm not sure and I wouldn't care if he were to resist it altogether. But applied logic I guess.
