So its basically cutting the AoE in half, and taking a chunk the size of his arm out of it, making it a slightly smaller attack, reducing the damage done to Dmitri. (Bigger AoEs will be affected less while smaller ones will be effected more. I will however change this upon request. [/quote] I'm going to say the lightning from lightning scroll can only move on the same movement restrictions of 250 fps. There will have to be a short delay from when it is activated to when it strikes (a second or two at least) and starts from at least 200 feet above the opponent. The portals are fine, but they cannot be placed within 10 feet of an opponent. There is too much potency in allowing that with a high speed ability, especially given it has defensive properties as well. The arm is fine as long as it doesn't completely nullify AoE magic.
