Something I was thinking of, I don't know if you've read the fables comics, but they have a treaty for the town saying anyone who becomes a member of the town has there past Crimes and such wiped, and us expected to follow the town's precepts from that point on,  seems like that could work in this setting, allowing for some "repentant" monsters to have a well known monstrous past.
