On second thought, I just partially came up with a good enough motive for him to challenge the league without involving legendaries. Needs some kinks worked out though, like slightly improving his reason for challenging the league. Either way, thanks for the talk!

He could always just challenge the league for the sake of challenging the league, y'know. Not everyone needs a deep and moving backstory, or a crippled sister, or some other kind of troubled past~!! :D
