Doubt it. He freelanced suppressing upstart groups of native vampires and werecreatures in colonial holdings of western nations, as well as putting down the Japanese werewolves and vampires that were supporting the forces arrayed against the Meiji reforms. That was actually his first job as a vampire outside of the US. He also does other magic using groups. So he had an involvement in the US Spanish-American war and the Boer Wars; in the latter, discouraging the Africans supernatural community to not fuck with the Boers. May well have had something to do with the Boxer Rebellions as well. 

When Gordon got called in, it was because policing had failed and things went to a supernatural riot or revolt of some sort. His job was to put down uprisings and force people to hew to the rule of the Courts. He has his reasons for joining Nemsemet, I just haven't enumerated them yet.
