[@Suku] I'm wondering if you're 100% complete? At the moment she's fit to be a normal student, seeing as she goes 1-2-2 in her jutsu. 

I do have some pointers to her weaponry, and these are some big things. At the moment her whip has both electrical and fire qualities, which is essentially fine. As for the explosions on the whip I'll asume these are akin to explosive tags. 

Then you go on to say on the rapier that it has wind, ice and water qualities, which is in theory for Naruto-verse not possible for a chunnin, and highly improbable for even a jonin of high ranks.. actually, I think that even the hokage might have trouble doing this.

See, it has wind and water, which is possible, it has ice.. which would require your character to have ice release, a kekkei genkai that has to do with nature combination. So in essence, if you have both wind and water this is possible. Your character has water techniques so I'll assume that that is the nature you were going for (haha duh) and then I'll also assume that she has wind nature. This means that, if she were to use ice release, you'd need to put the kekkei genkai in the kekkei genkai section of the CS.

OR! you'd need to explain how she got wind+ice on her sword without having the natures.

In theory: everything up to here is plausible. Then it gets tricky because you also have fire and wind on your whip, meaning you already have 4+ affinities (not counting ice release here) which I don't think is possible for anyone that isn't superbly good at everything and is at technically a hokage level? I'm not sure, I think that even jonin have 3 affinities max, and I don't remember the Hokage going over 3 either but it's been a long time since I watched.

The only people I remember going over that affinity limit were Kakuzu, that one lady that could kiss and then steal chakra or whatever, and Madara and his gang of criminals.. I mean warheroes.
