Rach is one of my favorite rp pcs, though it was only back in Genesis, a sort of meta human rp, that she had metal manipulation. 

As for multiple powers with different PCs, I look at it this way: might be able to give Rach an excuse to seek him out and help her control her ability or something. Besides, in a world like this, it's likely to happen. It also gives a different story for someone who has the similar powers yet taking a different path really. Something that gives this rp a spice and flavor.
