How about somewhat hostile relations and a history of our nations sending privateers and pirates against each other? Historically Japanese pirates were a thing and they caused hell for Korea and some other nations on the Pacific, so it would fit with Yamatai's theme. Voltus even mentions a history of pirates plaguing Ventium before they modernized their navy and secured the coastlines, maybe those could have been your pirates?

I'll accept the fact that Yamatai Pirate raise hell on high waters for other nations, but they aren't privateer or hired by the Domain. It could be that Yamatai lacks the resources to deal with them or simply doesn't care. Also, given the time period, I would think that pirates have very little influence in this age since Yamatai would also have created some rule during/while modernization that prohibited most people from carrying weapons on them. :l
