No, not all but some.
It added a new strike, pvp maps, story, weekend pvp event, and a wave arena. There are some weapons you can only get through access to the reef n prison of elders as well as gear to get you to level 34 (new dlc cap). But those who dont have the dlc can still get gear from vendors that get you to 32 (old dlc cap). You dont even need to level it up. Getting the gear will jump you straight to 32. I was planning on deactivating my ps4 too see what I can and cannot access without the DLC. 
You can still get the new exotics and new vendor weapons, but probably not the ones from the reef or prison of elders. [@Dragonite777]
