Gerard K. Lewis is the main person in and around the government that is dealing with the Mutant Registration Act. Though he is a very picky person about the topic and wants to have a strict legislation of the Act along with all the things around it, he is a sane and intelligent man that can be discussed with. Looking behind the scenes (not that big news of him and can be searched easily) shows that he is also a large stockholder of a paramilitary organization more commonly known as Mutant Tranquilizer Squad, a unit known to be able to fight mutants and take them prisoner. They are also known for their high-security holding cells for mutants.
