Despite the obvious fact of his stupidity and clumsiness, Jar-Jar Binks was something else, Force Sensitive.  What the Jedi, nor anyone else realized until it was too late, is that the Light Side of the Force was working through him to save the Galaxy.  What those around him saw as luck was actually the force nudging his actions, such as when his attempts to dodge blaster bolts in the battle of the plains results in him killing many droids, including one of the infamous Droidekas.  It was also he who brought the Gungans and the Naboo together so that the Sith Lord's plan could be stopped and the war could be delayed.  Only when he began to fight the Force did he make the mistake of suggesting that the Sith Lord be given the power he craved.
