Perhaps there's some natural racial tension underlining any political relations between the elves and valkyeria. Constantly the two butt heads, maybe even more than elves with humans, but at the same time, in a more rivalry way than any true serious way. Perhaps, deep down, they both need each other most in this world filling to the brim with humans.....
