Yes! The White Rain and emergence of superpowers emboldened the magical community into coming out of hiding. Wizards, shamans, mages, vampires, werewolves, zombies- they all exist, turns out. 

As far as off-limits powers, it's more of a case by case basis. I'm not imaginative enough to sit here and come up with a list. Rule of thumb, we're staying on the lower end of the spectrum, more powerful characters should have more weaknesses. Think more like Spider-Man than someone like Green Lantern or Superman.
