Kataylabinsk will start the game with no alliances, as befitting what is largely a rogue nation in the land of old-time monarchies, but will almost immediately begin talking with Avalia and Hambria about forming them. I've already confirmed this with [@Skepic] but not [@thegreenleafe] yet.
