I do think elves would have a small population in any country which doesn't reject people from other races or who came from foreign country.
As for spies, yup, Yllendthyr has them as expected.
Sometimes a small percentage of imigrants from Yllendthyr, other times spies secretly trained from the locals.
Albeit elven spies are somewhat preferred, both because Yllendthyr trusts them more and because their enhanced senses mean they can safely observe or listen to people from further away.

Just like the revolutions around the middle of the 19th century in Europe.
Given Yllendthyr had a such revolution in 1648 I suppose these nations got something similar around the time?
