All participants were volunteers who understood exactly what the procedure entailed. There was no deliberate or unnecessary harm being done to the subjects. Perhaps Pop could be charged with malpractice if the surgery went wrong but beyond that the law seemed to have no jurisdiction here. There was however a moral qualm that went with this and that was exactly what Pop was failing to see. Pop wouldn't be required to provide any information to the government about his work. This however remained an unsettling feeling in the back of Sapphire's head and so she did not act upon it... yet.
