The way I see it, cold is sort of it's own thing. Ice is the combination of cold and water, so a god with the portfolio of ice could be either a water or a cold god. It's both, really.

EDIT: Besides, I'm making a Water god, so I'm attempting to keep everyone away from Water like a dog protecting a bone.
