Undasis may do that, but only with caution. They aren't entirely trusting of outsiders, and mer-people are going to use their own brand of magic that originates from Undasis himself.

That said, it's entirely possible for you to have an underwater Acadamy, if the Woman of Water trusts you enough and you don't openly oppose Kraken
