Yeah it is just the hair, except when it comes down to the full details it isn't.

Sam's hair is fairly thick despite being fair, thus it gets a very solid shape and has little propensity to flow in the wind lest the wind were strong.

Oh and, colour, they do have the same hair colour it appears.
