Technically there were two S Class members, Laxus and Mirajane for Fairy Tail team B. Mystogan was considered an S Class wizard but of course it was just jellal in disguise and he's actually a Wizard Saint.

But ya, there's no limit on the Magic level.

Also is Iron Enigma a darker guild or is bit more like a independence bguild that isn't officially considered a guild. It's just starting to sound like an independent guild, but I might need to read about it again.
