So, doing some thinking on the plot for myself... I think having Enoch as a Big Bad state makes sense. They've been designed with Big Bad state in mind. However, they shouldn't be the immediately pursued threat; Enoch is "coming," so to speak, but isn't quite on the continent yet. Having Enoch's arrival come later allows for a party of adventurers / heroes / what-have-you to form before the threat actually arrives. Then, when it arrives, there's various ways to prepare to face Enoch - but it's something that should take a LOT of effort to bring to a halt. I'll also add that the Commonwealth is going to try and avoid any wars unless forced or convinced. War can be good for business, but war against a much stronger foe? Not so much. They'd rather sit behind the safety of their walls than march an army out to meet the Cabals in battle. I hope, however, that the Commonwealth doesn't just come across as LotR style dwarves; they were an inspiration, but so was Italy and Scandinavia... and I suppose dwarven politics as portrayed in Dragon Age: Origins and the Warcraft universe. (Yeah, people like making dwarves have the meanest politics.)
