Despite being neither good nor evil nor a curse, becoming a werewolf is a dark power, much like Mizuki's moon based powers. For Nox, that's what counts. "Good and Evil" is not the same as "Light and Dark".

Remember, that is a list of people who CAN wield Nox, not people who are likely to want to. All it needs it a touch of darkness.
