Time to begin with the mutual histories between the Synchronicity and anyone else who decided to listen to Cytherea when she roamed across the region. Basically, when she met with each nation that would give her the time, she left a way to make contact again, and vague promises of anything from mutual non-aggression to full-on military aid. It's really up to you guys just how far discussions would have gone[sup]1[/sup], but take into account here one thing. No matter if the Synchronicity has promised full military support in some war, or the trade of materials between nations, every deal Cytherea/Ba'al has made is beneficial primarily to them. It's there somewhere, even if it looks like the Synchronicity has really taken a loss by providing [i]something[/i] to a faction somewhere, it benefits Cytherea/Ba'al. Factions will also start to rapidly become more defined in the Synchronicity, and where each Precept stands. For the moment, the only two factions that would have contact with the outside nations, are the Precepture of Ba'al and the Promethean Council.
