That's what I kinda thought. But I think arc of time is just a way quick way to have wizards have access to it. Second Origin is a wizard's extra magic storage that is largely unused. Ultear used a spell called Second Origin Release that quickly unlocked the ability. I don't know if Gildarts has it, but when he showed Natsu how much power he had and basically wiped away Natsu will and motivation to fight during the Tenrou arc. That was something that didn't happen in to Natsu very often so I thought Gildarts has it but hasn't really shown it yet or something.
