Well, check at about level 5-10 on what your pokemon learns... if there are no attacking moves (IE: Ralts, or Cubone), feel free to add a weak attacking move that they learn early on.

Also, differences can come into play with moves, too. Say, you have a Buizel that's part fire type, well, they might (at my and the player's discretion) know Ember in addition to whatever moves they'd normally start with.
