Because I'm fairly sure, or at least that's what I got from the IC OP, that Natural Arts are more useful in terms of physically buffing users than Magic. Not saying that's enough to have Chatsu completely blitz Savaniel, because I don't think the difference in strength is all that great between certain characters, but he's certainly going to make it difficult for Savaniel to disengage completely like taking flight would entail.

Well unless magical artifacts and etc. come into play.
