I'm not entirely sure how dragons operate, but I think Act created them as complex beings. I don't mind that, I personally preferred to create humans as a blank slate, means that various gods can contribute to the final result. Also when it comes to concepts and technologies (not things like magic or powers or other abilities gifted a particular species) it is entirely possible that intelligent beings can just develop these over time thought experimentation, and since dragons spent three turns in eggs, I'd say they had a lot to thinking to do, so that's fine. But transforming into humanoid form and getting the powers of a god, now that would take Might or Free Points, for sure. [@ActRaiserTheReturned]
