The cost of their abilities is not a randomly variable thing, and being a higher rank doesn't inherently mean that it's a better sword in combat. Excalibur, even if NOT projected, is not a OHKO sword of doom in melee. Rho Aias is not a feasible defence against anything you're not expecting to promptly annihilate you if it hits. Results aren't something you can just dial down; making Caladbolg II a quite literal artillery piece. Not a highly-versatile short-range explosive.
