[@Aphelion]Not really. Why she is able to use magic is up to you to explain. It can be because she's using some device or artifact, but it can also be she's 1 in 100 000 Oxidals whose anima isn't [i]that[/i] weak. Or something third. 

Though a device which would allow Oxidal to use magic like other races do is abnormal, they usually are only able to create a single effect.
