The Harpoon Rifle above has an effective firing range of 300 meters. That means it's able to sink into whale/seal meat that's 300 meters away. Note that it was made almost 100 years ago, and we're talking about Sci-Fi Harpoon Guns. I think it could be done. Especially in a world where there's vibroswords, hoverbikes, flying pirate ships, and of course [i]magic[/i].
