That all sounds good to me so far, I was actually going to suggest something similar.  Perhaps he could be a touch younger, and Jason Todd a tad older, just to keep the divergent ages.  Batman wouldn't endorse another vigilante in his town that he hasn't personally had a hand in training, so you'll have to work around that.  Looking forward to working with you on the sheet.
