Yup. You sail around in your tiny boat, and he summons massive cyclones and tries to suck you in. And if he does, he lifts your boat up and blows you across the entire ocean.

If you can shoot the frog guy as he sits on a cloud inside the cyclone, he teaches you how to summon the cyclones to fly your boat to places. He's a pretty cool guy.
